Boris Titov proposed to the government to extend the moratorium on weight and size control

In Russia, it is necessary to extend the moratorium on weight and size control of road cargo transportation across the state border. The corresponding proposal was sent to the Prime Minister of the Russian Federation Mikhail Mishustin by the Business Ombudsman Boris Titov.As Boris Titov, the presidential Commissioner for the Protection of the rights of entrepreneurs, told the editorial board of "Made in Russia", the reason for the corresponding proposal was the appeal of entrepreneurs from the Kaliningrad region.

They have already assessed the effect of the moratorium and stated that it had a positive impact on the relationship between foreign suppliers and buyers. We are talking about retail chains and manufacturers on the territory of the exclave.

"The moratorium has had a positive effect on transportation from the Kaliningrad Region to the rest of the Russian Federation and in the opposite direction," Titov explains in a letter to the Prime Minister, "since carriers and declarants are not subjected to unreasonable additional control at border crossings during actually domestic transportation," Titov told the editorial board of Made in Russia.

The Business Ombudsman also added that "we are talking about a situation where the accrual of customs payments does not depend on the weight of the goods, since the goods are imported into the territory of the free customs zone of the Kaliningrad region."

As practice has shown, the moratorium has made it possible to ensure uninterrupted deliveries of goods using refrigerated containers to and from the Kaliningrad region.

Recall that the transportation of goods in containers through the port of Klaipeda does not require transshipment of goods to refrigerated trucks, which seriously reduces transportation costs, and also allows carriers not to be included in the group of increased customs risk. According to Titov, this made it possible to significantly reduce the consequences of the refusal of the MSC ocean container line from shipping containers with imported cargo to the Kaliningrad region

Note that the moratorium expired on September 1. At the same time, information about abuses related to the lack of weight and dimensional control was not recorded during this period.

Titov suggested that Mishustin extend the moratorium until the problems with transit between the Kaliningrad Region and the rest of Russia are successfully resolved.
