The Ministry of Agriculture plans to cut subsidies for the agro-industrial complex by 30%. According to "Kommersant", the government explains it by the poor discipline of regional authorities.
The ministry explained that as of mid-May, only 19% of the 132 billion rubles appropriated were received by the agrarians on average, and in some regions the percentage is less than 10%.
Therefore, the authorities have decided to explore the options for increasing the financial discipline of the regions.
Penalties will be imposed on those who, by July 1, 2021, will have failed to provide financial support to producers. Now the anti-rating includes Rostov, Belgorod, Tver, Kurgan regions, Krasnodar and Primorsky territories, Dagestan and Ingushetia.
The most frequent reasons for delays are preparation of the regulatory framework, as well as changes in subsidy rates or errors in the planning and formation of regional support approaches.
According to experts, this measure is in fact a punishment to farmers, but "there is no other way to discipline regional officials today.
