The Ministry of Education and Science proposed to make the specialty a separate level of education, the corresponding bill is published on the federal portal of draft regulatory legal acts.

"In the Russian Federation, the following levels of vocational education are established: secondary vocational education, higher education — bachelor's degree, higher education — specialty, higher education — master's degree, higher education — training of highly qualified personnel," the document says.

The law also proposes to give an opportunity to persons with higher education at the specialist level to continue their studies in master's degree programs at the expense of the federal budget. At the same time, they will be able to choose the areas of training that are consistent with the received specialty.
