The Leningrad region told about the success of import substitution

The Leningrad Region, under the conditions of sanctions, has stepped up work to support business and create a comfortable business environment. New benefits are provided in the region, companies are finding new opportunities for import substitution and developing exports in conditions of external restrictions. To support the employment of the population in the region in 2022, it is planned to create more than 3 thousand new jobs. The press service of the region told the editors of "Made in Russia" about further plans for the development of the economy and other successes of the region.

Entrepreneurs in the Leningrad Region have access to all kinds of tax support: both industrial enterprises and investment projects can count on them. Benefits can be obtained with investments of 50 million rubles, which allows you to implement projects in any field, including import-substituting production.

"With the help of the Industrial Development Fund, the region issues preferential loans for digitalization, import substitution and localization of production. There is a program for renting land plots "for a ruble" for the implementation of import substitution projects. In addition, the rental of commercial premises for small manufacturing businesses is subsidized in order to implement import substitution projects. The effect of the investment tax deduction now applies to small and medium-sized businesses implementing import substitution projects," the press service of the Leningrad Region told the editorial board of "Made in Russia".Successful examples of import substitution

There are already good examples of import-substituting industries in the Leningrad Region.

Vsevolozhsky Crane Plant has developed and is currently experiencing brake systems that are in short supply on the Russian market for the production of its own unique hydraulic deck cranes for ships. The plant for the production of thermal equipment of the company "Termex" actively occupies the niches of the departed manufacturers – in March they began production of cooling chillers, which arouse great interest among domestic industrialists. Attica has established its own import-substituting production of polyester resins.

There are also those who have successfully found new suppliers. For example, the manufacturer of metal structures and lifting equipment from Pine Forest "SMM-Tyazhmash" solved the issue of import substitution of European bearings by replacing them with Belarusian products. One of the largest enterprises for the production of sauces faced a shortage of foreign raw materials – tomato paste of hot coagulation, which was successfully replaced by products of Russian manufacturers.JobsIn the first half of 2022, about 900 new jobs were created in the Leningrad Region – both at new enterprises and at those industries where new lines were launched.

In particular, among the new ones is the enterprise for the production of foamed PVC sheets "Karmatech", the manufacturer of special–purpose industrial equipment "Megatech", the production of Polyplast Northwest plant has been expanded for the production of import-substituting chemical additives.

By the end of 2022, companies operating in the Leningrad Region plan to open 6 more production facilities. These are warehouse complexes, expansion of existing port terminals, chemical industry and others. According to preliminary data, 3015 jobs will be created.

Export of agricultural productsSince the beginning of 2022, the volume of exports of agricultural products has remained at the level of last year.

The main share is occupied by tobacco products (67%), coffee and tea (19%).

In 2021, the volume of exports of agricultural products amounted to $433.4 million (109% by 2020). Excluding tobacco and coffee, exports of agricultural products amounted to $61.2 million (136.3% by 2020).

Of the agricultural products themselves, the main volume is poultry products: poultry meat is exported by JSC "Poultry Farm Severnaya", products of deep processing of eggs — JSC "Poultry Farm Roskar", fresh egg — JSC "Poultry Farm Sinyavinskaya".

Among the new examples of the export of entrepreneurs from the agricultural sector is the company "Grain Foods" from Vsevolozhsky district. The company produces feed raw materials for farms and industries. This year, the Export Support Center of the Leningrad region helped the company to export for the first time – a contract for the supply of feed raw materials was signed with a Turkish company.
